Carol Graham, Ph.D.

Carol Graham is the Leo Pasvolsky Senior Fellow at the Brookings Institution, a College Park professor at the University of Maryland and a Senior Scientist at Gallup. Her areas of expertise include poverty, inequality, subjective wellbeing, the economics of happiness and development economics.

She is the author of many books, including Happiness for All? Unequal Hopes and Lives in Pursuit of the American Dream (2017), The Pursuit of Happiness: Toward an Economy of Well-Being (2011), and Happiness Around the World: The Paradox of Happy Peasants and Miserable Millionaires (2009). She has also authored several articles in journals, including in the Journal of Population Economics, The World Bank Research Observer, Health Economics and Science. Graham is the senior editor of Behavioral Science and Public Policy and serves in numerous associate editorial and editorial board roles.

In addition to her vast list of publications, Graham has served in advisory and consultancy roles in many organizations, including the International Monetary Fund, the World Bank, the United Nations Development Programme and the Harvard Institute for International Development. She has testified in Congress on several occasions and has appeared on NBC News, National Public Radio, NewsHour with Jim Lehrer, CNN, BBC and others.

As a Senior Scientist at Gallup, Graham continues to unlock new discoveries. "She is very clearly one of the top experts on the subject of wellbeing and happiness in the world," says Jon Clifton, Gallup Global Managing Partner.

Graham received an A.B. from Princeton University, an M.A. from Johns Hopkins School of Advanced International Studies and a Ph.D. from Oxford University.
